Live Learn Earn – new initiatives for Young People plus Australian Apprenticeships

The Hon Ian Macfarlane MP has announced two new programs for young unemployed people:

  • $38 million for Training for Employment Scholarship
  • 3000 places Youth Employment Pathways programmes http://ow.ly/Bk6AU

With a total of $44 million all up for both initiatives as well as $200 million/year for a new Australian Apprenticeship Support Network to lift apprenticeship completion rates http://ow.ly/Bk7M3

“Every space in skills, training, group training and Apprenticeships will become more competitive”, says The Hon Ian Macfarlane MP.

There is more reform to come, maybe even a name change to something like the Australian Industry Skills System where employer, industry, employment services and Registered Training Organisation partnerships will be key.

The new Industry Skills Fund is a lean, mean development machine

The Industry Skills Fund (ISF) Discussion Paper out for consultation and the webinars indicate a new settlement for investment and priorities in VET.

What’s the evidence of this?  Well there are a couple of key indicators that can’t go unnoticed.  Firstly the name of the fund… who is in control?  Industry and employers are.

The numbers are pretty small – just $476 million for 200,000 targeted training places ($1380 per place on average) and training support services to be delivered through the Fund over the next four years.  That’s 50 000 places/year starting from 1 January 2015.

“Australia needs a highly skilled workforce to adapt to structural change, rapid technological change and new business opportunities.”

Maybe the statement above from the Discussion Paper is what will become our national workforce vision?

Skills, VET and Workforce Development Opportunities in Federal Budget 2014 #budget2014

Considerable consolidation of skills programmes sees many long-term initiatives ceased and/or moved into a much larger package for the Growth Fund.

This includes a Industry Skills Fund – $476 million from 1 January 2015 delivering 121 500 training places, …to support the training needs of small to medium enterprises which cannot be readily met by the national training system. Industries targeted will include: health and biomedical products; mining, oil and gas equipment technology and services; and advanced manufacturing, including defence and aerospace.

Mid-Year Economic and Fiscal Outlook 2013-14 – priorities, new initiatives and reductions

The Coalition’s priorities are reflected in today’s Mid-Year Economic and Fiscal Outlook 2013-14 (17.12.13) including:

  • Agriculture – water infrastructure; Indonesia/Australia Red Meat and Cattle Partnership
  • Defence
  • Gas
  • Indigenous Australians
  • Infrastructure package (focus on land) via a partnership with the private sector, including tourism projects, regional and community infrastructure and a national 1 stop shop for project approvals
  • Manufacturing – self-sustaining exporters
  • Medical (limited – internships)
  • Mining

Skills for All Future Directions – what’s new or different?

Latest announcements (13.12.13) from the South Australian state government include:

Training courses will be ranked according to their industry demand and projected job openings.

A sliding scale of Government subsidy will be applied to courses with higher subsidy support for courses that address skills shortages and lead to employment.

This price banding will be more responsive to the changing needs of the economy, jobs market and provide greater certainty for the training and skills industry.

Industry groups and training providers told us they wanted to see less reliance on reducing enrolments through caps and move to a price banding model to better target training.  (Source: Skills for All Newsletter)

Skills for Jobs 2013 – The Training and Skills Commission 5-Year Workforce Development Plan launched

In the setting of the Adelaide Zoo, The Training and Skills Commission launched Skills for Jobs: Five-Year Workforce Development Plan, detailed over two volumes and with a summary of a forward agenda for 2014.

Following an address from Minister Tom Kenyon, Commission chair Adrian Smith and Commission members Dr Michael Keating AC, Prof John Buchanan and Lindsay Palmer JP, spoke to different aspects of the plan with a Q & A panel  to conclude the formal part of the morning.  This format was an improvement on the 2012 event where the audience didn’t really get to hear much about the content of the plan.

With a focus on the implementation of Skills for All by the State Government, the Commission outlined recommendations to the Minister in the following areas:
